A NEW VOICE FOR WALES
Alan Butt Philip is the Welsh Liberal Democrats' lead candidate for the European elections in June. He lives in Abergavenny and is a university lecturer specialising in European politics. Married to Christina, they have three grown-up children.
Alan has also been a special adviser to the UK and European Parliaments on issues such as European regional funding and the single European market. He speaks fluent French and some Welsh and German.
Alan has fought several Westminster and European elections as a Liberal or Liberal Democrat. At home, he is a keen musician, until recently singing in his local church choir. At work and in his community he has developed successfully international student exchanges and town twinning.
Alan believes strongly that the greater interdependence of the different states in Europe has helped improve the prosperity of Wales and has helped prevent any lapse into another European war.

The Czech Senate finally ratified the Lisbon Treaty today by the required 3/5ths majority, but it does not appear to have put an end to the filibustering that is causing a major headache for EU lawyers trying to shed light on the transition this autumn to a new European Commission and Parliament.

Today the European Parliament adopted a common regulatory framework for electronic communications networks and services. This new regulation aims to enhance competition and fair access to new entrants. European Liberals and Democrats were concerned that internet users would be cut off from the internet without a ruling from a judge.

The European Parliament adopted today its view on capital requirements in the European banking sector. As the voted text has been agreed with the Council in first reading, the new arrangements become effective from 31 December 2010.

The economic crisis which is hitting employment hard within the EU requires a strong European response adapted to the diverse situations within Member States and the varying employment conditions concerned. With this in mind the European Parliament during its plenary session in Strasbourg tomorrow will review the European globalisation adjustment fund. Despite warnings by the European Parliament the eligibility criteria, in place since the creation of the EGF in 2006, have proven too rigid whilst social policies multiply throughout Europe and unemployment continues to increase.

During today's debate on the EU´s approach to protect its citizens against the swine flu, ALDE-spokesperson Jules Maaten expressed his deepest regret at the way the Council is dealing with this health threat. He is surprised that the EU Health ministers have not been able to agree on a European approach to tackle this imminent pandemic.

Today the European Parliament approved a broadening of the EU eco-design Directive to all energy related products. Products such as hairdryers, computers and fridges already had to fulfill Eco-design requirements. Now also goods which help reduce energy consumption, such as windows, construction products, insulation materials, detergents and water-using products are covered by this legislation.

The European Parliament has adopted today by large majority two legislative proposals whose provisions may facilitate the use of money for citizens in Europe when they want to transfer money cross-border or when they want to pay electronically.
